The Ontario government has announced that Caesars Entertainment Windsor Limited will remain as the service provider for the Windsor casino following a competitive procurement process led by the Ontario Lottery and Gaming Corporation (OLG).
Caesars Entertainment has been operating the Windsor casino for 17 years and currently employs approximately 1,800 people, making it one of the largest employers in the Windsor-Essex region. The new agreement between OLG and Caesars is expected to be entered into in early 2026 and will conclude OLG’s provincewide modernization initiative, which began in 2012.
“At a time when geopolitical tensions are threatening to disrupt our economy, this new agreement between OLG and Caesars brings stability and peace of mind for thousands of local workers in Windsor,” said Stan Cho, Minister of Tourism, Culture and Gaming. “Given its strong track record, intimate knowledge of the sector, and long-standing work in the community, our government is confident that Caesars will continue to serve Windsor and the surrounding area well for many years to come.”
Since 2018, Caesars Windsor has contributed over $53,000,000 to the local community through OLG’s Municipality Contribution Agreement. Throughout the years, the funds have helped Windsor invest in local priorities and several economic development initiatives, including road improvements, park enhancements, and recreational facilities.

Ontario has been leading the way in Canada by establishing a strong, competitive, and responsible gaming market – including online gaming – that protects consumers, sets clear rules and ensures a level playing field for businesses. On May 12, 2025, iGaming Ontario will become a standalone agency under the Ministry of Tourism, Culture and Gaming. The iGaming Ontario Act will come into force, strengthening iGaming Ontario’s governance and accountability structure as well as contributing to the continued success of Ontario’s thriving igaming market.
In all, the casino sector supports over 12,000 jobs across the province. In 2024, the gaming sector as a whole contributed more than $2.5 billion in net profits to Ontario.

- While Caesars Entertainment will be responsible for the day-to-day gaming operations of the Windsor casino, OLG will continue to conduct and manage gaming at the site. Caesars will be required to uphold the high standards of OLG’s responsible gambling program, PlaySmart.
- Since the start of OLG’s modernization initiative, private service providers of Ontario casinos have invested more than $2.5 billion in communities across the province.
- Ontario provides approximately $30 million in funding for programs focused on problem gambling education, outreach as well as addiction and treatment supports.
- In addition, the OLG’s award-winning PlaySmart responsible gambling program supports player health and safer gambling. iGaming Ontario also requires internet gaming operators to maintain accreditation through the Responsible Gambling Council’s “Responsible Gambling (RG) Check” program.
