Public Input Sought for Residential Development at 874 Giles Boulevard East
The City of Windsor is inviting residents to participate in a public survey to share their vision for the future of the former W.D. Lowe High School site located at 874 Giles Boulevard (Blvd) East. This City-owned property has been identified as a priority location for potential residential development under the Housing Solutions Made for Windsor (HSMFW) Initiative.
As part of the HSMFW initiative, the City is exploring opportunities to transform the subject property into a vibrant residential community that increases density, reflects the character of the surrounding neighbourhood, and showcases high-quality design. The vision promotes walkability, sustainable transit options, and enhanced amenities. The former W.D. Lowe site presents a unique opportunity to create a development that meets the needs of Windsor’s growing population.
“I’m thrilled to see public consultation begin on the W.D. Lowe site, which is a key area for development in the City of Windsor. This property was one of the first that was identified under Housing Solutions Made for Windsor, and Ward 4 residents are eager to see this vacant landmark transform into new housing that will suit an already vibrant mixed-use community. This historic property in the heart of our city, is surrounded by strong amenities, transit access, green space, and two thriving business districts. The launch of public consultation means residents can directly shape how this landmark evolves into a place where people can live, work, and thrive. I encourage everyone to take part in the public consultation and have a say in shaping the future of the former W.D. Lowe site.” – Councillor Mark McKenzie, Ward 4
Residents are invited to share feedback on how the site can best support Windsor’s growth – through thoughtful design, enhanced neighbourhood character, and improved access to amenities and transportation. Community feedback will help guide the City’s planning and will be considered in an upcoming Expression of Interest (EOI) to attract developers interested in revitalizing the property.
The survey will be open from August 19 to September 16, 2025. To participate, visit the project website.
