City Launches Project Greenlight Across Downtown Windsor to Enhance Safety and Support Local Businesses
The City of Windsor has officially launched Project Greenlight, a cornerstone of the Strengthen the Core — Downtown Windsor Revitalization Plan (STC). This public safety initiative builds on the momentum underway in the downtown core by facilitating the provision of advanced security systems to eligible businesses downtown. Backed by $450,000 in STC program funding, Project Greenlight supports the installation of commercial-grade security cameras and lighting from Security ONE Alarm Systems Ltd (Security ONE). This funding aims to assist approximately 90 businesses and property owners within the Downtown Windsor Business Improvement Area (DWBIA).
Building on the success of an earlier pilot project, and approved by City Council, this new program helps to address safety concerns; supports increased economic activity; and creates a welcoming downtown environment that retains and attracts new businesses, visitors, and residents.

Businesses and property owners approved to participate in the program will receive City-funded hardware and installation of Security ONE outward-facing commercial-grade cameras, featuring live monitoring, two-way audio, geofencing technology, and programmable security lighting. Access to live or recorded video footage is restricted to the participating business or property owner and authorized Security ONE monitoring personnel only, ensuring privacy and clear responsibility.
Applications for Project Greenlight open on March 11, 2026, and will be accepted on a rolling basis through an online application form. Eligible applicants include registered businesses and property owners who own or lease commercial space within the Downtown Windsor BIA and are in good standing with the City of Windsor.
